Ethische Fragen der Terrorismusbekämpfung: Eine Rück- und Vorausschau nach über 20 Jahren War on Terror

In diesem Artikel soll die historische Zäsur des Abzugs der US-Truppen aus Afghanistan im Sommer 2021 zum Anlass genommen werden, auf die ethische Debatte zurückzublicken, die sich seit den Anschlägen vom 11. September 2001 entwickelt und den Global War on Terror (GWOT) seither begleitet hat. Wie hat sich die philosophische und theologische Ethik mit ethischen Fragen der Terrorismusbekämpfung auseinandergesetzt? Welche Schwerpunkte lassen sich ausmachen? Welche Lücken sind entstanden? In einem zweiten Schritt soll daher ein Blick in die Zukunft geworfen und der Frage nachgegangen werden, wie sich der veränderte Kontext auf die Auseinandersetzung mit ethischen Fragen der Terrorismusbekämpfung auswirkt. Welche neuen Fragen stellen sich in einem seit 2001 grundlegend veränderten Kontext des Terrorismus? (Wie) muss sich die Debatte neu ausrichten? Welche Desiderate lassen sich identifizieren?

The purpose of this article is to use the historical caesura of the withdrawal of the U. S. troops from Afghanistan in the summer of 2021 as an opportunity to look back at the ethical debate that has developed since the attacks of September 11, 2001, and has accompanied the Global War on Terror (GWOT) since then. How have philosophical and theological ethics addressed ethical issues in counterterrorism? What emphases can be discerned? What gaps have emerged? In a second step, therefore, we will look to the future and explore how the changed context affects the engagement with ethical questions of counterterrorism. What new questions arise in the context of terrorism that has fundamentally changed since 2001? (How) does the debate need to reorient itself? What desiderata can be identified?

L’objectif de cet article est de saisir l’occasion du tournant historique que représente le retrait des troupes américaines de l’Afganistan en été 2021 pour revenir sur le débat qui s’est développé depuis les attentats du 11 septembre 2001 et qui a accompagné le « Global War on Terror » (GWOT) depuis lors. Comment l’éthique philosophique et théologique s’est-elle penchée sur les questions éthiques de la lutte contre le terrorisme ? Quels points forts peut-on identifier ? Quelles lacunes y eut-il ? Dans un deuxième temps, il s’agit de jeter un regard vers l’avenir et de se demander comment ce changement de contexte se répercute sur l’étude des questions éthiques de la lutte antiterroriste. Quelles sont les nouvelles questions qui se posent dans ce contexte profondément changé depuis 2001 ? Comment le débat doit-il être réorienté ? Quels desiderata peut-on identifier
