Martin Kowarsch: Democratic Participation Reconsidered: Towards Science-Informed Policy Deliberation in Sustainability Governance
To positively change power dynamics in climate policy or in sustainability governance more broadly, deliberative public participation is promising, also in the face of eroding trust in democracy. However, such processes need to better address the scientific complexity of sustainability problems and the diverse ethical values involved. This article presents the procedural design and goals of an innovative approach to deliberative participation. Building on John Dewey’s pragmatist philosophy, the approach calls for a collaborative, scientifically informed, iterative exploration of policy alternatives in light of their diverse practical implications, while systematically integrating diverse ethical values. Interesting real-world effects of a local application of the process to forest management in Germany include: policy convergence among participants based on social learning, the unanimous decision of the city council to adopt the policy outcomes of the process, and democratic empowerment of citizens.
Martin Kowarsch : La participation démocratique repensée : une délibération scientifiquement fondée au sujet de la politique de la durabilité
Pour modifier les dynamiques de pouvoir malsaines dans la politique du climat ou plus généralement dans la politique de durabilité, la participation citoyenne est une approche prometteuse, notamment au vu de la perte de confinace dans la démocratie. Pourtant, dans de tels processus, il s’agit de mieux tenir compte de la complexité scientifique des problèmes de durabilité et des valeurs éthiques en question. L’article présente une approche innovante d’une délibération (échange d’arguments) participative, scientifiquement informée portant sur différentes options politiques. S’inspirant de la philosophie pragmatiste de John Dewey, cette approche exige de repérer en commun, de façon scientifique et continue, des alternatives d’action politique à la lumière de leurs différentes implications pratiques tout en y intégrant systématiquement différentes valeurs éthiques.
