Matthias Möhring-Hesse: In the Company of Data. Democratic Participation and Digitalization
Equal participation is not in the nature of the internet. It does not develop automatically and not “from an invisible hand”. It rather has to be imposed on the internet and the “digital world” politically – also through govermental intervention. Thus, democratic participation is not a result of digitalization but a political organizational task for the digital society.

La justice participative ne réside pas dans la nature d’Internet. Elle ne naît ni de façon automatique, ni par la » main invisible «. Elle doit plutôt être imposée à Internet et au monde numérique par la politique – et par des interventions de l’Etat. La participation démocratique n’est donc pas une conséquence du numérique, mais une responsabilité politique qui s’impose à la société numérique.
