Alexander Merkl: Key Concept Resilience. The European Security Agenda in an Ethical Interpretation
The European Union aims at an encreasing communitisation of its foreign and security policy. The global strategy published in 2016 presents the current normative framework. It is primarily a political paper with the central leitmotifs of security and resilience. The recourse to values and principles invites ethical reflexion: which are the purposes of the new European foreign and security policy? How does the former security-thinking is being changed by the new resilience concepts? Is it rather about resilience in case of crisis or the aim of a fair peace? What does this mean for the African continent? Is it just the issue of limiting immigration to Europe or also the question to control inner-African migration? The paper illustrates that for a substantiation of the all too generally phrased global strategy it is necessary to find a deepened social-ethical approach.
