“New Social Models for DistributionPolicy”. Interview with Andreas Fischabout Refugees, Poverty, Affl uence and Fair Taxation
With the current refugee crisis come particular burdens as well as opportunities. The question how taxation on the one and social benefi ts on the other hand should be allocated becomes increasingly urgent. The challenge of reallocation, however, is not new in view of the growing social division between rich and poor. The most important starting points for a protection of social minimum standards can be found in taxation policy, the education sector, social housing programmes and the reduction of long-cherished privi leges. Thus, all kinds of income should be equally taxed and an effective method be found to compensate for the poverty risk caused by child-rearing. The political framework could be changed by the introduction of an electoral franchise for minors and by the commitment to transparency in all interrelations between political and economical interests.

La crise actuelle des réfugiés entraîne non seulement des charges particulières, mais crée aussi des chances. La question de savoir comment trouver une répartition juste, d’une part, des charges fiscales et, d’autre part, des prestations de transfert de l’Etat, se pose avec une urgence nouvelle. Le défi de la redistribution n’est cependant pas nouveau, vu l’écart depuis longtemps croissant entre les riches et les pauvres. Pour garantir des standards sociaux minimum pour tous et pour créer des conditions de départ plus justes, il faut prendre comme points de départ : la politique fi scale, l’éducation, la construction de logements sociaux et l’abolition de privilèges longtemps cultivés. Il s’agit par exemple d’imposer tous les revenus de la même façon et de créer une compensation effective du risque de pauvreté lié à l’éducation d’enfants. On pourait, par exemple, modifi er les conditions politiques générales en introduisant le droit de vote pour les mineurs et en instituant un devoir de transparence portant sur toutes les imbrications de la politique avec des intérêts économiques.
