Nichtregierungsorganisationen als transnationale Interessensvermittler: Ihre Chancen als politische und zivilgesellschaftliche Akteure

Nichtregierungsorganisationen (NGO)s sind transnational ausgerichtete Organisationen, die sich auf bestimmte Themen und Problemlagen spezialisiert haben. Sie agieren als Themenanwälte und als Sprachrohr für solche Interessen in der transnationalen Politik, die sonst keine Stimme haben oder als machtlos überhört würden. Den NGOs kommt dabei zu Gute, dass sie sich nicht an der Logik des politischen Wahl-Wettbewerbs ausrichten müssen. Dadurch unterscheiden sie sich von nationalstaatlichen Akteuren wie den Parteien. Sie agieren vielmehr unternehmensähnlich, sind dabei aber zielorientiert und eben nicht profitorientiert. NGOs gewinnen Stärke, indem sie sich mit den Funktionslogiken der (post)modernen Demokratie arrangieren: Das Handwerk der medialen politischen Themensetzung beherrschen sie meist hoch professionell; auf kurzfristige und projektorientierte Beteiligungswünsche der Bürgerinnen und Bürger haben sie sich sehr gut eingestellt. Schließlich spielen NGOs als Interessenvermittler in transnationalen Politikprozessen deshalb eine so bedeutende Rolle, weil sie die Defizite nationalstaatlicher Akteure und deren Autonomieverluste im Politikprozess kraft ihrer Expertise und ihrer internationalen Fokussierung auszugleichen helfen.

Christiane Frantz: Non-Governmental Organizations as Transnational Lobbyists. Their Chances as Political and Civil-Societal Agents
Non-governmental organizations (NGO’s) are transnationally oriented organizatoins specialized on particular topics and problem areas. They act as representatives and mothpiece for such interests in trans-national politics who have no voice otherwise or would be ignored as being powerless. NGOs here have the advantage of not being involved in the logics of political competition. This distinguishes them from nation-state agents such as political parties. The rather act more like corporations, the difference being that they are target- and not profi toriented. NGOs gather strength by adusting to the functional logic of (post)modern democracies. They have a masterly command in setting and mustering up topics in media and politics. They have learnt to adjust to the short-term and project-oriented demand for participation by the citizens. Finally, NGO s as interest mediators play such an important role in trans-national political processes because they help to make up for the defi cits of nation-states agents and their loss of autonomy in the political process on account of their expertise and international focussing.

Les organisations non-gouvernementales (ONG) sont des organisations à orientation transnationale qui se sont spécialisées dans des thèmes et problématiques particuliers. Elles agissent en avocats pour certains thèmes ou en porte-parole pour des intérêts qui, dans la politique transantionale, n’ont pas de voix ou de pouvoir pour se faire écouter. Les ONG ont l’avantage de ne pas avoir à s’adapter à la logique de la concurrence électorale. Par là. elles se distinguent d’acteurs nationaux tels que les partis politiques. Leur mode d’action est comparable à celui d’une entreprise sauf qu’elles poursuivent leur but sans vouloir faire du profi t. Leur force est de s’accomoder à la logique des démocraties (post)modernes : le plus souvent, elles savent agir en vrais professionels pour faire passer des thèmes politiques dans les médias ; elles connaissent bien les demandes de participation des citoyennes et citoyens relatives à un projet précis. Si, fi nalement, le rôle des ONG en tant qu’intermédiaires entre des intérêts différents dans des processus politiques transnationaux est si important, c’est qu’elles contribuent, en vertu de leur expertise et de leur orientation internationale, à pallier les déficits et les pertes d’autonomie des acteurs nationaux.
