Die Migrationspolitik der Europäischen Union: Kritischer Blick auf ein transnationales Politikfeld

Seit gut fünfzehn Jahren sind Migration sowie Flüchtlings- und Asylpolitik zu genuinen Politikfeldern der Europäischen Union geworden. Wesentliche Regelungen über Zuwanderung und Schutzgewährung werden heute auf der Unionsebene getroffen. Damit ist die EU-Migrationspolitik ein interessantes Beispiel dafür, wie ein grenzüberschreitendes Phänomen tatsächlich transnational politisch bearbeitet wird. Allerdings wird die Migrationspolitik der Union vielfach kritisiert – dafür steht etwa das Schlagwort von der „Festung Europa“. Wo liegen Chancen und Schwächen einer transnationalen Migrationspolitik? Wie kann christliche Ethik diese Transnationalität angemessen reflektieren?

For about 15 years now migration as well as refugee- and asylum policy belong to the genuine policy fi elds of the European Union. Essential rules on immigration and asylum are today being made on EU level. Thus, EU migration policy is an interesting example how a transnational phenomenon is politically being dealt with on a transnational level. The EU’s migration policy, however, is frequently criticised – as the catchphrase “Fortress Europe” shows. Which are the chances and weaknesses of a transnational migration policy? How can Christian ethics refl ect this transnationality in an adequate manner?

Depuis une quinzaine d’années, la migration et la politique en matière d’asile et d’accueil des réfugiés sont devenues des domaines politiques spécifi ques de l‘Union Européenne. Des règlements importants en matière d’immigration et de droit à la protection s’établissent aujourd’hui au niveau de l‘Union. La politique migratoire de l‘UE est donc un exemple instructif de la manière dont un phénomène transfrontalier est réellement géré au niveau d’une politique transnationale. Cependant, la politique migratoire de l‘Union est souvent critiquée – en témoigne par exemple le slogan » forteresse Europe «. Quelles sont les chances et les faiblesses d’une politique migratoire transnationale ? Comment l’éthique chrétienne peut concevoir la transnationalité de façon adéquate ?
