Postnational und postdemokratisch?: Herausforderungen politischer Ethik in der Europäischen Union

Das europäische Projekt ist mit einer doppelten Herausforderung konfrontiert: mit der postnationalen Eigenart und mit einem oft kritisierten Mangel an Demokratie. Diese beiden Aspekte können nicht getrennt werden von den Möglichkeiten, die eine Gesellschaft gleicher und solidarischer Bürger zu bieten hat. In Zeiten der ökonomischen und finanziellen Krise muss die europäische Union die Transparenz ihrer Institutionen und Entscheidungsverfahren erhöhen, um ein Klima des Vertrauens zu schaffen. Die europäische Idee wird die Skeptiker nur dann überzeugen, wenn sie die Ressourcen der Solidarität mobilisiert. Zusammen mit den Vorteilen, die eine transnationale Staatengemeinschaft mit sich bringt, ermöglicht das einen Schritt in Richtung Weltbürgerschaft, die undenkbar ist ohne die gemeinsame Existenz von Freiheit, Gleichheit und Solidarität.

Walter Lesch: Post-national and postdemocratic? The European project is confronted to
the double challenge of its post-national character and of its often criticized lack of democracy. The two aspects are not to be separated from the possibility of a society of equal and solidary citizens. In the time of economic and fi nancial crisis the European Union has to enforce the transparency of its institutional procedures in order to establish a climate of trust. The European idea will only be able to convince the sceptics by mobilizing the resources of solidarity linked to the added value of the transnational construction as a step towards cosmopolitan citizenship which cannot be thought without the complex coexistence of freedom, equality and solidarity.

Le projet européen se retrouve devant le double défi de son caractère post-national et de son défi cit démocratique souvent critiqué. Les deux aspects ne peuvent pas être séparés de la possibilité d’une société de citoyens égaux et solidaires. Dans un temps de crise économique et fi nancière, l’Union européenne doit renforcer la transparence de ses procédures institutionnelles pour établir un climat de confi ance. L’idée européenne ne pourra convaincre les sceptiques que dans la mise en oeuvre de ses ressources de solidarité liées à la plus-value de la construceftion transnationale en tant qu’étape vers une citoyenneté cosmopolite qui n’est pas pensable sans une coexistence complexe de la liberté, de l’égalité et de la solidarité.
