Ordnungspolitische Herausforderungen in zerklüfteter Welt: Zu Möglichkeiten und Grenzen von global governance

Der Frage, was dem Frieden dient, kann bisweilen mit einer nüchternen Bestandsaufnahme globaler Problemlagen und Konfliktursachen nachgegangen werden. Die Analyse des Ist-Zustands ermöglicht nicht nur eine tiefere Einsicht in die komplexen Hintergründe weltweiter Krisenphänomene, sondern bietet auch die Chance einer kritischen Würdigung bereits initiierter Problemlösungen. Darauf aufbauend lassen sich dann konstruktive Denk- und Handlungsoptionen für eine Weltfriedensordnung entwickeln. Im Folgenden sollen unterschiedliche Dimensionen einer Weltordnungspolitik auf dem Hintergrund mondialer Zerklüftungen fokussiert und auf ihre Konfliktrelevanz hin untersucht werden. Es soll gefragt werden, welche Weltordnungsprogrammatiken derzeit existieren und wie schädlich oder nützlich sie für den Frieden sind. Dabei liegt es nahe, vor allem auch die neuen Herausforderungen in den Blick zu nehmen, die z. B. mit der Umweltproblematik, den Finanz- und Wirtschaftskrisen und den großen Migrationsschüben verbundenen sind. Auch die Idee und die Möglichkeiten einer „Weltregierung“ werden thematisiert.

The question of what is serviceable to peace can be approached with a sober analysis of global problems and causes of confl ict. Analysis of status quo facilitates not only a deeper insight into the complex backgrounds of global confl ict phenomena but also the chance of a critical evaluation of problem-solutions already under way. On that basis constructive theoretical and practical options for a world peace order. In what follows, different dimensions of a world order policy are being focussed and analysed with regard to their confl ict relevance on the background of global disruptions. It will be asked which world order objectives exist today and how damaging or useful they are for peace. Naturally, the new challenges relating to environmental problems, fi ncance and economic crises and migration movements have to be taken into account, here. Also, the idea and possibility of a “world government” is a subject.

C’est en dressant un bilan lucide des problématiques mondiaux et des causes de confl it qu’on peut éclairer la question de savoir ce qui sert la paix. L’analyse de la situation réelle ne permet pas seulement de mieux percevoir le fond complexe des phénomènes de crise mondiales mais offre également la chance d’evaluer de façon critique les amorçes de solution déjà existantes. C’est sur cette base que des options de réfl exion et d’action susceptibles de promouvoir un ordre mondial de paix peuvent être développées. Cet article focalise l’attention sur les différentes dimensions d’une gouvernance mondiale et examine, sur fond des fractures mondiales, leur pertinence pour le règlement de confl its. Il fait l’inventaire des programmes de gouvernance mondiale qui existent aujourd’hui, et pose la question de savoir, à quel point ils sont nuisibles ou bénéfi ques à la paix. A partir de là, l’article dirige le regard aussi sur les nouveaux défi s tels que les problèmes environnementaux, les crises fi nancières et économiques, les grands fl ux migratoires. Il aborde enfi n l’idée et les possiblités d’un « gouvernement mondial ».
