Thomas Hoppe: The Responsibilty to Protect of the Community of States. Basic Principle of an Ethics of International Relations
Responsibility to Protect (short: R2P) denotes the responsibility to protect of the community of states towards severe and systematical violations of human rights and crimes against humanity. The ethical analysis shows: R2P is more than an inconsequential additional element within a normative model of international relations. For this model is in itself only plausible inasmuch as it is thought on the assumption of such a responsibility that precedes positive law. Inasmuch as the R2P-Concept is manifest in forms of military intervention, it faces, however, typical dilemmas. They can be traced back to defi cient structures of action within the international system butg also to the situations within areas of intervention. There is, however, no realistic alternative to a step-by-step improvement of the R2P-Concept discernible.

Responsibility to Protect (en bref: R2P) désigne la responsabilité de la communauté internationale en matière de protection contre des violations des droits de l’homme et des crimes contre l’humanité ayant un caractère grave et systématique.L’analyse éthique le montre bien: R2P est plus qu’un élément supplémentaire marginal du modèle normatif des relations internationales. Car ce modèle n’est évident qu’ à condition qu’il soit pensé a partir d’une responsabilité protectrice qui prime le droit positif. Si cependant le concept R2P se manifeste sous des formes d’intervention militaire, il se heurte à des dilemmes spécifiques Ceux-ci sont dûs à la défi cience des structures d’action du système international aussi bien qu’à des conditions propres aux zones d’intervention. Pourtant, à l’amélioration progressive du concept R2P, il n’existe aucune alternative qui soit réaliste.
